		<description><![CDATA[A Kuwaiti citizen is in charge of Al Qaeda operations against Israeli targets for the Palestinian territories, an Israeli daily has said. Sami Al Mutairi, who was convicted in 2003 of killing American computer expert Michael Pouliot, 46, and wounding his driver in Kuwait, has sent about $850,000 to Al Qaeda members in the Gaza Strip alongside instructions to use the funds to purchase weapons in Sinai and to buy apartments in Khan Yunis and in Rafah where the group&#8217;s men could hide, Haaretz reported. Mutairi, who uses the nom de guerre of Abdallah Al Haj, reportedly said that the weapons, once obtained, should not all be kept in the Gaza Strip for fear that they could fall into Hamas hands. The daily said that the information was based on documents sent by a group of separatists in Yemen opposed to Al Qaeda. In one document, Mutairi, who was released in 2007, said he intended to send three instructors to teach subordinates the use of the arms and explosives they have acquired, as well as the fundamentals of fighting tactics. 		<description><![CDATA[ International human rights watchdog Amnesty International has accused United Nations Secretary General Ban Ki-moon of “missing a crucial opportunity by failing to make an assessment of the credibility of Israeli and Palestinian investigations into violations during the three week attacks in the Gaza Strip and southern Israel in December 2008. &#8220;This is deeply disappointing and a missed opportunity to help secure accountability for the conflict’s hundreds of victims,&#8221; Philip Luther, Amnesty International&#8217;s Deputy Director for the Middle East and North Africa, said in a statement posted by the watchdog on Friday. Ban Ki-moon indicated on Thursday that “no determination can be made” on whether either the Israelis or Palestinians are complying with a UN General Assembly resolution of November 2009 that urged both sides to carry out investigations “that are independent, credible and in conformity with international standards”. The resolution requested the Secretary-General to report within three months on their implementation, “with a view to considering further action”.
